Why can I link to some of the activity records listed for a client in the activity history list, but not others?

This is a user permissions issue related to viewing another center's activity records. View permissions can be assigned on a per-center basis so it's likely that you have view permissions for your home center's activity records, but you do not have view permissions for other centers' activity records. If you would like to review your user account permissions, request a copy from your WebCATS system administrator.
